Describe the gap with local information
Document current emergency physician availability, annual ED volume, staffing by shift, consultation pathways, transport constraints, and the decisions your clinicians find hardest to support. Use a defined baseline period and aggregate data. Separate observed problems from assumptions.
Write a scope that can become an agreement
Specify participating hospitals, intended coverage, who can request a consultation, expected response, and the questions in scope. Define responsibility for patient care, orders, documentation, follow-up, and escalation. Include credentialing and information access in the readiness plan.
CrossCheck’s proposed role is real-time emergency medicine backup. Local clinicians retain control of care. The planned Oklahoma workflow uses Pulsara; confirm each hospital’s access, configuration, and supported functionality before launch.
Match the state pathway
RHTP awards go to states. A hospital or network must use the relevant state application, subaward, partnership, or procurement route. Identify the initiative, eligible lead organization, approved activities, and current instructions before preparing a budget. A vendor quote does not establish eligibility.
As of October 16, 2026, Oklahoma’s RRR application period is closed. RRR County Collaborative meetings are scheduled from October 26 through November 13 for regional planning. Oklahoma defines Budget Period 2 as October 31, 2026 through October 30, 2027, but detailed funding information still depends on the state’s next CMS Notice of Award. Record engagement, application, obligation, expenditure, and reporting dates separately.
Oklahoma’s general RHTP guidance lists an active Unique Entity ID, required insurance, ability to sign the subrecipient agreement, and an Oklahoma vendor ID if awarded among its baseline applicant-readiness requirements. The closed RRR notice also required every lead applicant and partner to meet its eligibility criteria. Check the specific future notice before treating a hospital, partner, or CrossCheck as an eligible applicant.
Use milestones that demonstrate readiness
A practical sequence is: establish a baseline and sponsor; agree on scope and responsibilities; complete contracting and credentialing; configure communications and run simulations; launch; then review early cases and measures. Assign an owner and acceptance criterion to each milestone. Set dates around the actual award and procurement schedule.
Explain how the service continues
Identify who would pay after start-up funding, what utilization would justify continued coverage, and how costs would be shared across facilities. Include a review point for changing or stopping an ineffective model. Treat proposed savings as scenarios to test, not guaranteed revenue.
Your next steps
- Identify the Oklahoma pathway, regional meeting, and whether each organization would be a lead, partner, or vendor.
- Complete a local capability and consultation-gap assessment.
- Assign clinical, operational, technology, and evaluation owners.
- Connect scope, budget, milestones, and measures.
