Separate start-up and recurring costs
Start-up planning may include workflow design, hospital onboarding, credentialing, configuration, staff training, and baseline measurement. Recurring planning may include physician availability, consultation activity, program administration, platform support, quality review, and reporting. These are planning categories, not a determination that every item is fundable.
Make the assumptions visible
Record the number of facilities, coverage hours, expected consultation range, service period, and staffing model. Show the unit, quantity, rate, and source for each estimate. Request current written quotes and identify what is included, excluded, or shared with another partner.
Oklahoma’s state purchase makes Pulsara TOTAL CARE available at no cost to Oklahoma hospitals and Fire/EMS providers. Confirm enrollment and implementation needs before adding technology costs. Do not assume the purchase includes CrossCheck’s physician coverage.
Reconcile the budget with the funding rules
Map each line to the specific state initiative, approved activity, performance period, and procurement requirements. Ask the program administrator to resolve uncertain costs before committing them. Avoid charging the same cost to more than one funding source.
Test sustainability separately from grant funding
Build low, expected, and high utilization scenarios. Separate hospital operating effects, payer spending, transport costs, and patient burden. A published estimate of avoided transport expense is not necessarily cash retained by your hospital. Compare continuing costs with outcomes and a credible source of recurring payment.
Your next steps
- Get a written scope and current quotes.
- Document rate, quantity, period, and estimate source for each line.
- Confirm costs with the state and your procurement team.
- Show start-up, annual operations, and post-funding sustainability separately.
